Default Fat soluble vitamins?

In order to maximize absorption, and minimize waste, of fat soluble vitamins what relationship does there need to be between consumption of the vitamins in a)vegetables or b)supplements? Meaning do you need to eat fat at the same time as the vitamins? Or does the vitamin get sent and stored to the liver and get transported by fat in the bloodstream as needed?
