It depends on what you mean by ad chaos. Some people just don’t tolerate ads at all, and literally any ad on a site annoys them. And there are others who get irritated by irrelevant ads, but ads that are actually matched to the audience don’t bother them.

I'm all for working with ad networks, and I have that kind of experience too, it's really convenient. For me the chaos is when ads are shoved all over the site in some random unplanned way, and on top of that they don't match the target audience at all. Again, if I want to monetize website, I don't want to give up space on my site for god knows what. Ad networks solve both of those issues and make everything more organized.
