Increasing mass

Weight: 69 Kgs
BMI: 28.7
Age: 21
I've been working out for 4 months now 5 days split) and eating 2400 calories a day. my chest and back muscles are in shape but biceps aren't increasing and I'm accumulating the stubborn belly fat that won't go away even after cardio (skipping) extra 30 mins a day. I want to know if I should keep the calories same and focus more on burning fat or should I cut down my intake. Would cutting down also decrease my mass? please suggest
