Looks like it's not working at all.
A moderator should post a sticky in this forum about things like this.
A "Read before you post" kind of thing with FAQ about the forums and/or the site. Most sites have this, I found this through searching for Avatar help because I was getting the "unable to save" notice on my avatar.

Yeah, they've been not working for quite some time. I'd put up a sticky, but folks never seem to read the ones we already have (note continuously asked questions about other stickied topics).

I do miss the avatars and hope the PTB get them fixed soon.

Unless my eyes deceive me, it looks like avatars are not disabled for everyone. Here's an example, on this thread:

That IS interesting. I don't think either of those two admins are still around, or if they are they are using different accounts.
