My brother-inlaw is also suffering from a herniated disc and has just recently regained full range of motion because of physical therapy. If your pain is so bad that cannot walk I would think your best option is to see a back specialist and undergo physical therapy yourself (if you haven't done so already) so you don't cause anymore problems. I would assume (not an expert) that doing light strength training on your lats, glutes, and abs would be the best exercises for your back pain. By strengthening the muscles around your spine it would reduce the amount of pressure it gets.

About half a year ago I had some kind of muscle problem (a muscle was blocked, don't know the English term) which my therapist said lead to similar results as a herniated disc. I couldn't walk, stand or even sit upright and was hospitalized for a week getting painkillers all the time (they had to carry me out of my house into the ambulance). After that week I was far from okay and had to do gymnastics on a daily basis or endure strong back pain. I remember that I had to walk for about 5 minutes to be able to get into a car at all (sitting was a huge problem had to work part time for about 2 weeks). It took many visits to the chiropractitian to fix me and still, if I am not active every day, half a year later, my back starts to hurt.
From what I understand, the problem is not your legs, but your (I assume) lower back and from what it sounds like you will be needing professional help. I doubt leg exercises will help you at all, what helped me were mostly exercises for my lower back and abs and massages.
I hope you get well soon.
