If you post an announcement to an individual forum, if you make a change to it you have to make the change to all the forums. So global is better.

But global also shows up in the Moderator's Forum and Beta Forum. If you post Global, you can't just delete the ONE announcement appearing in the Mod forum. If you do, ALL the announcements disappear.
