You should hit your shoulders 2x per week. As a noob, your muscles recover faster than an intermediate lifter. Try doing higher volume on one day versus another so you don't burn out.

Building shoulders requires a lot of effort and consistency. Doing following exercises can help you a lot in building your shoulder mass.
Seated rear lateral raise
Face pulls
Dumbbell front raise
45-degree incline row
Following a routine is must if you want to see results of above exercises. I'd also suggest to follow a video while doing exercises, it helps in maintaining good posture and prevent injuries

A pendulum is the simplest exercise to relieve shoulder pain. Relax your shoulder and start rotating your arm, like you are drawing circles in the air. Do 10 small circular rotations everyday to see the results in the coming days.
