Default Creating a workout routine

Need some help figuring out a workout routine! I'm very petite (5'1") and ideally am trying to get my legs like this:


I've googled her exercise routine but of course she claims she "doesn't work out." No way I believe that! Any suggestions?

I think she's just very thin and has a trainer.
