Default cycling and running SO different?

I can jog 1500-2000m without problem now, yet cycling against wind does exhaust my legs. But when i am coming out of the saddle, then i can climb uphills almost full speed. I never did it so easily before! Guess then are my "running muscles" on work?. Do i train only my "running muscles". What muscle groups i need to train to get in good cycling shape, because there is still too cold to bike every day?

My fitness is balanced diet, body weight training and dumbbells, and jogging. All the idea was to get myself in cycling shape for summer time
