The body operates on a continuum, so it's likely it will hang on to a little fat in all your stubborn areas even if your abs are starting to show. Remember that even during competition, figure competitors are still around 5-6% body fat, so you can never eliminate it completely (and you'd be dead if you tried/did). That little bit of fat has to sit somewhere. From an aesthetic perspective, if you just concentrate on your abs, as well as the rest of your muscles to increase their size by just a little bit, you will appear slimmer and no one will be the wiser.
1) eat real food - more vegetables, moderate meat, moderate fruits, less grains, less sugar, less vegetable oils.
2) exercise - moderate intensity cardio, sprinting, heavy lifting, dedicated stretching and mobility.
3) live - relax, de-stress, meditate.
