Of course it can. Between my basic lifestyle setting and 10 hrs of sleep I burn more than that. It takes a lot of energy to keep a body working and alive. I don't see why it's not more than that. If you were burning only 1200 calories a day and wanted to lose 1 lb in a week that would put you at eating only 700 calories a day, and that would not be very healthy.
